You did try it when below 1/2 of max HP and it still didn't hear, right? Because it's supposed to not heal above half of max hp, by description. This just means it can't heal you for more than half your HP. So if the cleric is level 10, theoretically it could heal for 60HP - but if a target only has 60hp, it won't heal for more than 30. Interpretation challenge maybe? Whoever coded...
