Bug in the cradle of fire quest?
Same thing happened to me. Brok was near the guy who asked for the axe, couldn't talk to him or trigger a cutscene. Ignore that and fast travel to the Bloodspear Tribe area. The cutscene will trigger automatically and you can progress. But in my case, the bug happened after the cutscene with him. Only then he sits next to the Bloodspear's campfire without any interaction possible.
