Boots of striding bug?
why? they remove heavy armor penalty, they increase if needed movement to i believe 6, and remove long jump check.....none of this involves you having a encumbrance due to weight carried

Quest: Goblin Culture and Sorak Relic.
I have seen this with several quests, at least the 2 you describe. It seems after reload or travelling elsewhere and returning they eventually do disappear. Although it should occur when you turn them in.

bag in the water is not a bug, you have to drain the water by knocking out some bricks in the wall of the building, water flows into the building and you can walk over to the bag

Weapon being replaced with a shield when logging in with dual wielder
yes, this is my biggest/most common issue. Duel wielding ranger, and i go loot, as group he is in slot one so loots, then next fight the shield he looted is in his off hand. Happens with rogue as well, so I decided to start looting with my mage, they cant use a shield, well the game managed to put a shield in his offhand (even though it correctly says you cannot use it and...

Lightbringer Helm - casting Shine broke game - Bug
I think all the lightbringer items have a crash bug, the UI drops and you can do nothing. Lets hope resolved for release
