Where is the Primed Chain Shirt?

I have the Slavestone and want to craft Empress Garb, but I don't have the Primed Chain Shirt. Is it a random drop? If not, where is it?

Unfortunately at this time the primed chain shirt is a random drop.  There is a mod to add recipes for making the primed items.  They did add a primed longsword to the Arcaneum vendor and I suspect they may do the same with the chain shirt.

It's random loot.
