in combat, out of combat, wont let me cast when clicking on a location i can see.

I could cast it out of combat, did not try in combat, if that helps.
(I tried to get clever after bluffing the old mage and sneak past his locked door, forgetting that all characters need to be in the green square, had to short rest to shadow teleport my ass out of there.)
