Tome of Understanding not readable

I'm not sure if this a bug or not, to be honest, but I obtained the tome of understanding recently in game.  For some reason, there's no option to read it. I almost expected the option to be under crafting, or something like that, but under the drop-down menu for the item the only options are "drop" and "close".

I understand some other people have found this as well?
