The Tome of Understanding is broken. When you try to use it, the only options it gives are the "Drop" or "Close".
When you look at the Tome, even with "Alt", it does not give you the message that it will raise your stats.
I looked at the rest of the stat books, and all of the rest of them still give the message about raising your stats. Only the Tome of Understanding no longer does.
I have the same bug with the Tome you find if you fight and kill Madracht. I haven't tried the tomes that can be purchased from faction vendors yet.

Checked that, the tome sold by Antiquarians is also broken, in the same way. All other tomes they sell seem to be fine, well, as far as I can tell without actually buying them.

Something strange about the Tome. All the others list the effects, however the Tome of Understanding does not. I got the Tome from Madracht and it was bugged so I sold it and bought one from the vendor, it was also bugged. The option to read does not show in the menu. I found a patch for in on Nexus, however it stated that the patch would only work before you got the Tome from Madracht. So I guess the Tome of Understanding just eludes me...
Confirmed, Tome of Understanding cannot be read.
My cleric is very sad about this. He knows the wisdom of the universe is within his grasp, he just can't.... quite.... get..... there.

Same here. And to make it worse, unlike manual, tome do not refresh at the Antiquarian. Anyone got that?
Just a thought but doesnt it say it recharges after a century? Is it possible the person we looted it off of used it before we killed him? That would explain why it can't be used

All other Tomes work fine.
In fact, once the Antiquarian vendor's inventory refreshes, you can buy and use the other tomes again. (Haven't tried a third time, though)
