After the statute of the Emporer who reigned during the cataclysm, you approach a tower with a bookcase atop it and a chest. There is a ladder from the base of the tower to the top. But when I select a character and click atop the tower, the game says "No Pathway....."
I also have no green-hued exit box from the Manacalon Library map area. My party is stuck there and cannot leave. Saving, exiting the game and reloading, did not remedy it. My party is "trapped" and cannot proceed.

broke the game. I have uninstalled and reinstalled. Now for the 1st time, I cannot get past the tutorial. EVERYTIME my Rogue tries to pilfer the keys, he is detected. I have probably done the tutorial a dz times. NEVER had an issue. Now, 7 or 8 straight tries, and he fails every time. And yes, I have completely restarted the game and done the 1st three tutorials, and still then the rogue fails. I will try once more uninstalling, a complete local files wipe, and reinstall. SOMETHING in today's update, seriously screwed the pooch.
You don't have to get the keys to succeed - that's a side quest. And it's often been noted that this game makes you keep the same roll on non-combat tasks, even if you exit and reload, so if you fail one you can't save-scum your way out of it.
(Which is as it should be IMO, but that's a discussion to have elsewhere I suppose.)
That retained roll, is why I exited and restarted from scratch, and STILL cannot pilfer the keys. Never before have I failed, now after 6 or 7 tries, I cannot succeed. SOMETHING in the update is broken.
and the tutorial REALLY needs to be made skippable. When the game 1st boots up and the splash screen is done, it needs to ask..HAVE YOU PLAYED SUFFICIENT TIMES BEFORE TO BE COMFORTABLE SKIPPING THE TUTORIAL? Y/N and If Y then jump ahead to where they meet the Council rep.
STEAM uninstall and manual deletion of the TACTICAL ADVENTURE folder then reinstall, and now I can get past the tutorial again. Something in the update, had to have corrupted something in my game files. No idea what.

I also encountered this issue.
I saw the same issue with the ladder leading up to the chest in the library. Tried misty step and spider climb too, but nothing seems to allow me to get up there. The character sometimes walks to the backside of the ladder when you try to climb up.
I had this issue but solved it with lots of clicking on and around ladders - I cant remember how exactly (or if it was exactly the same) IIRC there was an "up symbol" th thin arrow pointing upwards.
had that symbol, no amount of clicking resolved it. Nor did any magic spells
Actually I might have just got to click on the space next to the chest - I can't remember really.
My PC is sub minimum spec and the whole platform kept ghosting in and out so I assumed that was the issue not the game.
I DID get the green exit box back, but not until after I recovered the crown. No other map do you have to complete the quest, to get the exit box. That one, the library map, I did have to complete the quest first.
Same issue here. Subscirbed to the forums just to see if anyone found a solution for this.
It would appear, at least for me, you only get the exit box when the crown is found. I think that this was always the case for this particular map, unlike the bone tower, but am not sure.

Faced with the same issue after last update:
Before the patch I was able to reach the chest using the ladder with my previous party. Now if you try to rotate camera to click on another cell on the floor it will dissapear - only chest and railings will be displayed.
Another one bug found in the Library - all party except the wizard were able reach the righ side with ladder to go up for the chest, see orange arrow on screenshot below. When I tried to move the wizard in this direction I got "No path to destination!" message, so I had to use Misty Step to teleport to the right ground.
Moreover I had to use this teleportation spell to go back since my wizard again wasn't able to reach the destination when other party members came back in opposite to arrow direction.
