Avoiding spoilers here.
Questline : in Kaupaapunki (Southern Clan).
When : after clearing the mines, and after the cutscene, before using the teleporter.
Quest: The Secret Plot (Chase [name censored])
I entered the area, with the proper two NPCs and all, searched everything, BUT the "event" is not there. No one is there : only the loot and interactable objects, so quest is broken and cannot proceed.
Most probable cause : I exited to sell some loot before using the teleporter. That seems to be what broke the questline (as if the area was considered cleared). In my defense, after clearing the mines and all, with an automated Long Rest and more loot, I wanted to quickly clear my inventory space before chasing x.
( Will send the save file : I saved before I clicked the teleporter for the first time. So I get the quest popup messages fine, but ... no one.)
EDIT: this bug was fixed June 7, 2023 (patch 1.5.52).

Tried : exiting, entering, out of stealth, short rest in area, long rest at inn, entering various locations beforehand, many save/loading attempts, etc.
The save I sent, though, is before entering the teleporter for the first time, but I exited to do vendor stuff beforehand.

Ran into the same bug. Loaded one before I took the tp to the area. No luck. I'll go further back but that's at least a whole other fight ago.
They fixed it !
June 7, 2023 (patch 1.5.52).
Minor thing : it feels odd we cannot loot the place and are sent elsewhere after that fight, but the Scavenger faction will clean everything for us anyhow (and you can go back after the new cutscene).
