The blue special version of sacred flame does not trigger holy radiance

Casting the special vfx version of the sacred flame cantrip with a sun cleric will not trigger the disadvantage on dex save from holy radiance.

I have the same problem with my hill dwarf cleric in the latest version 1.0.18.
It does not seem to be triggered 100% of the time since level 1 and he is level 5 now.
