Hi,
Any advice about what to do next if no soraks after cutscene where I should protect miners. Playing battle music but no fight. I found a cave and secret base where I killed enemies with succub.
Then I think I need to rescue the dwarf from the cage but door is locked and lockpick spell cannot target it.
Load game from ealier stage not help - same bug.

Solved by loading at earlier stage before speaking city guards. I just spoke with different ones.
@Underdark: You spoke to all of them, in the end, including the guards? I did see that I missed a few in the quest log, after having talked to the gate guard. Talking to the guard at the gate (I think it was that one) finished the quest for me, leaving a few citizens unspoken to.
I spoke only with few of them. I think 3 maybe. After that my party summed up information and new phase is going to mines. My recommendation is backup save before speaking guards.

I'm in the same boat. No Soraks.
I just experienced this as well and came looking for a solution. Loading an earlier save worked. The only thing I did between the two saves is explore before entering the mine. I didn't realize this was connected to the keep from earlier, because I didn't explore it when I first entered.
What appears to be causing the Soraks to go missing is leaving the map before entering the actual mines and reaching the spot where the cutscene triggers. When I first entered the map, I went left and explored the Keep, and exited back to the town by the main keep entrance. I turned around and went back in and then to the mine area. I quick saved before opening the gate to the mines, entered and got the cutscene with no Soraks.
I can send you my saves, but I don't think you need them. It's easy to reproduce. The save I made right before the one above is when I first entered the keep. If I go straight to the mine, I get the cutscene and the Soraks are now there. You can actually see them before reaching the spot that triggers the cutscene. I can go up to the spot where the cutscene triggers, see the Soraks are there, turn around, exit the map, come back and they will now be gone.
