Scrolling spells on console unreliable

When scrolling through spells to cast or to learn on console the selector moves sporadically and it is often impossible to select many of the options. Last night when trying to select spells for the Magical Secrets feature on my bard only about 1/4 of the spells could actually be highlighted. I eventually had to quit the game and load my save on my PC to be able to select the spells I wanted; an option not available to every player.
