Similar for me: I could save in Caer Cyflen after swearing-in and resting but before leaving. I went back to Caer Cyflen before meeting the survivors and I cannot save anywhere in there. Resting at the inn, which usually forces auto-save, does not work.

The last viable save was just before the Brimstone Viper fight in Caer Lem. After getting rid of the first trap, I couldn't save.
I did the full Caer Lem run, got back, and reported to the council. Couldn't save in any of that.
Quit to the main menu. I have save files, but the main menu refuses to recognize them and let me load them.
Full restart: Game recognizes save current save files.
I dug into the logs. The only entry I found that looked applicable was:
