Finished both task and went to the mission board. it completed both quest in my journal but did not get rewards. also they are both still in the mission board and Golbin Culture now says ( in progress) when my journal says they are completed.

I have seen this with several quests, at least the 2 you describe. It seems after reload or travelling elsewhere and returning they eventually do disappear. Although it should occur when you turn them in.
