Primed Wands in Main campaign.

I noticed there were the receipes of Wand of the War mage available to be purchased at the merchant selling crafting recipies, but couldn't find primed wand nor see a merchant selling primed wands in the main campaign. Will they be added at the merchants at some point?
It's not great to rely on RNG (if they even drop in the base game campaign) to craft those.
