I'm not sure if this is a bug or just a limitation of the game, but using a potion of speed should not require concentration to maintain the haste effect.

More than that, if a character uses the potion on another character, that character that was holding the potion is the one that has to concentrate, not the one that drank it. That happened for me with a potion of climbing.
