when i click on their portrait the ritual button is missing

Paladins shouldn't be able to use rituals at all, so that's to be expected.
With your cleric it's more interesting. Do you have the spell prepared? Clerics (And anything except wizards really) needs to have the spell prepared to use it as a ritual. My ritual tab shows up properly once I've prepared it.
