All other available quests are completed. I have been to every inch of the town. There are guards at the bridge and when I click on the blue exit path, I get the no path to destination message. Please help

Do you have 12 rations on you? W/O that, the guards wont let you leave, even if you have spells for food.
I bought a total of 4. Will try now. TY
Now everyone has at least 4. Still can't leave town. No dialogue options either. I even put all 17 rations on one person. Still guards there.. Still can't get past them.
Work around while we work on a fix:
- Load a save right after the council, before you talked to other NPCs
- Talk to Gorrim and buy the food immediately
- Only then go talk to Annie (scavenger)
The bug happens when you talk to Annie before buying the food, making the main quest soft lock :(
