Started poking around with new beta, installed a few hours before posting this. Made a half-elf paladin, female voice #3 is a male voice. This seems to be a bug as I don't recall having this issue in previous betas.
Was able to replicate twice.
For what its worth, this has been the case for me in all builds that I have played. In the game files, there are voice definitions for "FEM1", "FEM2", "MAL1", "MAL2", and "NEUTRAL1". I think Voice 3 on both male and female characters is "NEUTRAL1". However, "NEUTRAL1" sounds decidedly male to my ear and the json file for that voice definition does refer to a wavePrefix starting with "MAL".
In other words, I think its supposed to be a voice suitable for either gender but it does not sound that way. At least to some of us.
Edit: To clarify, I do not have access to the newest Beta and I am looking at files for 0.5.41.
I also thought it might just be something like that. It's possible that on earlier builds I never selected female #3 on any characters.
Female 3 has always sounded like that, so if it's a bug it's not a new one.
