Joriel Foxeye is apparently in the void, after she walked up and talked to the party for the first time, about the Circle of Danantar. So apparently she's not reachable anymore.

I remember this happening to me as well. If I'm recalling correctly, you have to advance the main quest one more step... I think talk to the council again? And then she moves, and you can get to her.
At least, that's what happened for me.

Yes, she is ultimately reachable. On a more somber note, they changed her character model in the Winter Update, from a hot-ass woman to something else. I consider the change of model to be a rather nasty bug, and expect it to be fixed.
