Lost Valley: Missing dialog and conversation in Underground Facilties

I'm in the map Underground Facilities for the quest The Prisoners and side quest The Research Complex.  I've noticed text above my characters saying things when I interact with things or enter rooms, but they don't have voice over like in other places.  Sometimes I've only noticed they were saying things because it appeared in the log at the top right.  When I reached the part of the map The Captive Quarters where there are a couple of prisoners in the cells.  When I approach them, there is a cut scene like my characters are talking, but there is no voice over or sub-titles.  The log in the top right shows "Conversation Recorded The Lockdown Click to read, but clicking it shows no conversation.
