Loremaster's keen mind doesn't reduce item crafting cost

It seems that the loremaster's Keen Mind skill doesn't reduce material cost if the material cost is equal to 1. 

I don't know whether it's only the case with items that have a material cost of 1 because I didn't see any scroll recipes that require more than 1 component yet but since many scrolls require only 1 resource it'd be appreciated if the skill worked on those items and allowed the only redeeming quality of loremaster to work - especially since there are barely any potions to craft for a wizard since healing potions require a healing spell to craft and loremaster can't access those.

Update: It seems that this skill doesn't reduce material cost at all.
