Levitate/Fly

If you cast it on an enemy and you try to move them up in the air it will not let you.  Right now it works as a ghetto hold person. When you cast on another party member it immediately puts them one level up...good with that.  but an enemy they just float.  Fly has similar problem when you click the plane button if there is no higher elevation around you cant use it like when you are in a camp with no building.
