Item cool downs don't count down during travel.

I have a ring of vampiric touch that's not recharging as it's charge. Even while traveling, and doing long rests, the count down timer doesn't count down. It does after a short rest, and after long rests in field, but it doesn't seem to count time spent on the world map traveling.
