From stealth in the crown chamber, my ranger started combat with Hunter's Mark. Per usual, he led off the initiative for the combat, but when he began his turn he cast hunter's mark and was left with a move and a bonus action, but no action to attack with.
So, if you start combat with an arrow, you can follow it up with a mark, but if you start with a mark, you can't do the arrow.
