increasing effective caster level on Heroism and Protection from the Elements does not work

According to the descriptions of these spells, if you increase the effective caster level (hit the + icon) you should be able to apply the spell to additional targets.  Doing this uses up the higher spell slot, but does not give you the option to select more than one target.
