How is the Chilled / Frozen mechanic intended to work? Is this a bug, or did I just not understand?

I remember seeing a screen that popped up towards the beginning of the game [Ice Palace DLC] that told me that (I believe) if I was resistant to cold damage (I think it listed a few examples like the ring of cold resistance, etc), that meant I shouldn't be affected by the chilled/frozen condition when out in the frozen tundra.

As such, I crafted 3x Boots of the Winterlands and attuned to them on 3 characters, and yet all 3 characters continue to be Chilled when away from a fire -- although these 3 do not get Frozen, Boots of the Winterlands suggest they should completely nullify both the Frozen & Chilled condition.

My 4th character, who is using the Anvil sword and thus has Resistance to Cold damage, still gets the Frozen effect, so either Resistance to Cold does literally nothing, or the game is not calculating that properly.

Did I misread the screen ages ago? What should the situation be?

Cold weather gear (of whatever type)drops you one level of incapacitation. Frozen becomes chilled, chilled becomes "normal".

I also noticed that the popup mentioned Snow Dwarfs did not get chilled, but one of my party is a snow dwarf and he definitely got chilled like everyone else. Not sure if that is a bug or if the tool tip is wrong.

I am having the same issue. I created a Dragonborn with the Silver Dragon ancestry so he would not need to use an attunement slot instead of using my Paladin I imported but he is still getting chilled. Shouldn't the cold weather not affect a character with cold resist? The other new character is a snow dwarf and he is not affected.
