I believe thats the name of the quest when you first enter the tower at cear cflyn(?) there is a skeleton stuck in the bookshelves on the right. wont move or attack and cant pick up any loot it may drop

At least you can kill him and progress the quest, but yeah. I hope he isn't supposed to be dropping anything important. His loot bag just sits there. Taunting me. Laughing at me. Mocking me.

Seen many instances of unpickable loot, as well. Thankfully, once the Scavengers are through with the place, any items of value can be recovered from them.
