I believe you are referring to the "Loading" Property of a crossbow. Per the SRD you can only fire it once per turn no matter how many actions you have. However go with a Bow, you do get two attacks as it is not a "loading " weapon, and the 5th level feature is not specific to melee or range. Go dual wielding and test 2 attacks and a bonus action attack for 3 attacks in a single turn. (haven't tested this yet, but per the SRD that would work)

@jspire I think the OP is saying that they are getting two attacks, when they expected to get only one attack.

Can confirm. Crossbows get two attacks. You shouldn't even be able to fire the crossbow again with a lvl 2 fighter using Action Surge. Now the question is, whether this behavior is intentional or not.

This potential issue (i.e. crossbow 'loading' property isn't limiting the weapon to fire only once per turn) is still present in game version 0.4.14.

Maybe so, but without Crossbow Expert or an equivalent home-brewed feat in the game, the crossbow would be useless to those with Extra Attack due to the Loading property.

This is actually functioning as intended. Here is the description of the "loading" property from the 5e player's handbook.

"Loading. Because of the time required to load this weapon, you can fire only one piece of ammunition from it when you use an action, bonus action, or reaction to fire it, regardless of the number of attacks you can normally make. "


In other words, you can fire multiple shots per turn, but only one shot per action.

This is incorrect. You can use Crossbow the second time with Action Surge. Loading limits to one attack per action. If you have more actions, you can use Crossbow multiple times. Another example is Haste.
