Felig's Outpost

I  had this a long time ago. I went there and defeated the soldiers. It says to "raise the flag" but I had no flag.

I remember seeing it in the inventory, and I thought you couldn't sell Quest Items.

So, I still haven't completed the mission, as I haven't raised the flag.

Any ideas here?
