The fast travel button to the Snow Alliance Embassy became blocked for me when Beryl Stonebeard had an active quest mark. No matter how I rotated the map, the button was not clickable. Although it clearly does not looked completely blocked off.
(If it's at all relevant, I'm playing lowest resolution, lowest settings.)
