After the first use it was forever empty. Its refill timer never triggers.

The quiver works fine, it just has to be equipped in a belt slot. It produces the first batch of arrows even when not equipped (in the inventory bag) but only produces additional batches if equipped.

The quiver is useless (even beyond the limited utility of producing ordinary arrows) as its timer excludes travel time on the world map.
