I'm not 100% sure this is a bug. It may be an intentional betrayal that isn't explicitly explained in game. If you follow the Dominion quest line to the end, repair the major gate and return to Orenetas, he says that he is giving you the scepter which will allow you to exit the valley. But he doesn't actually give you anything and there's no obvious item in the throne room to pick up. Returning to the merchant camp results in lots of aggressive bugs.
I am running version 1.3.47. I am sending a save right before completing the quest (click on the gate twice to proceed).
I have same problem. Version 1.3.47 - Public.
FYI, after running into this bug I decided to fight my way through the redeemers. I won, but the ending cinematic was bugged. First it told me that Orenetas was dead and the citizens were in charge, and then after showing them in the throne room it appeared to hang. I'll send another save.
