Got my answer in the Discord.
"Exactly, the rest can create dlc classes from the host. Mods also work in Multiplayer."

Occasionally there will be anomalies. If your Tinkerer summons an Artificial and you have a de-synch, then when you restore the game, the Arti goes to the host player.
