I custom rolled a Silvan elf with darkvision, but when they attack at melee range with a shortsword, they get disadvantage because there's "no light".

Darkvision allows you to see in darkness as if it were dim light. Attacks against targets in dim light is made with disadvantage.
Edit: Actually you know what, I just re-read the tabletop rules and I'm wrong. Dim light should only be disadvantage on perception checks. The bug is that dim light is affecting attacks too. I've seen this as well.
Its not a bug but a design decision by the devs, they stated that they want to make light more important by making dim light give disadvantage on attacks, so this is intended.
