Darkvision not working

It is on purpose, because the Developers thought that Humans and Island Halflings would not be appealing if they were the only ones needing to manage darkness, so they nerfed Darkvision so that Dim Light gives disadvantage on attack rolls (and Darkvision makes Darkness seem like Dim Light, so disadvantage). Thus now every race needs to manage light, whether or not they have Darkvision. It does indeed seem to negate the major point of having it.

 It's a controversial decision to be sure.

Which costs a known spell on the list and a precious spell slot.

Their current homebrew with lighting penalties makes it so that fighting a target in dim-light applies the same attack roll penalty as if they were targeting an invisible target. This is completely ridiculous. If they want lighting penalties, I don't think the penalty for fighting in dim-light should be more than -2.

I would like a toggle option. I usually play a human for more of the survival feel. I wanted to have an elf be my dark vision guy. 

I agree that there is a bug with darkvision, I have same disadvantage playing a dwarf and a human.

• Dim Light gives disadvantage on Attack Rolls unless you have Darkvision

And in dim light, all my characters are getting a disadvantage, even if they have darkkvision...
