Custom Voice Pack?

I recognize professional voice acting (or even semi-professional) is expensive and time consuming.  As an option, especially for people in different countries, is it possible to create an easy way to implement a custom voice pack?

Specifically, could you:

1) enable us to download the script (for each cut scene and triggered responses), with the corresponding file name and format? 

2) on character creation give us a fourth option (custom upload) - OR give us instruction on how to replace manually/safely :)

Just a thought, since the voices are decent, but could use some flavor.
