Court Mage Wizard's Spell Shield no longer grants temp hp after leveling up

Game version is 1.3.47m - Public, on Microsoft's Xbox Game Pass.

I am currently playing a custom campaign (stored in UserContent/Campaigns) with no additional mods, and I've noticed that my Court Mage Wizard's Spell Shield power is no longer granting temp HP. The character is a High Elf Wizard, Court Mage subclass, Level 7.

I can still use the power, and it recovers correctly on long rest. When used, the dialogue box says "X activates the SPELL SHIELD power", but it is missing the two follow-up "X now has Y temporary hit point(s)" lines. The character portrait shows a "Temporary HP" buff, but the HP number does not have the +X showing any temporary HP. Dealing damage to myself confirms there is no temp HP, and the "Temporary HP" buff goes away too.

There seems to have been some sequence of events that lead to the ability to stop working, but the exact moment it stopped working is beyond my auto-save history now. If I create a new Court Mage at my current level (Lv 7) and start a new campaign, the power works correctly and grants +35 temp HP as expected.

Lastly, it doesn't seem to be a bug with temp HP, because if I drink a Potion of Heroism (+10 temp HP), the character gains +10 temp HP as expected.

Even though you don't have the save right before the issue occurred, could you still send us a save file where the issue is occurring?

This will help us see a bit of what could have caused the issue!

I am seeing the same issue since leveling to 12th, both with my Court Mage and with my Commander's Invigorating Shout. Neither feature is providing temp hit points anymore.

Copying and pasting the theory from the reddit thread. Hope it might help for the devs.

I eventually was able to fix it by going back to an earlier save.

I think there was a nasty little bug that triggered after I had used it on an NPC and then did a long rest to level up my wizard while the NPC was buffed with the spell shield. After the level up process, spell shield stopped working. But after I did a short rest to let the spell shield wear off, I was able to level up and the ability was working fine. Kind of weird, but glad I was able to get it resolved.

I finally got to a point where my Court Mage with the broken Spell Shield could level up. I took a short rest before long resting. After long resting and performing the level up, my Court Mage's Spell Shield is now able to grant temp HP again. So this bug is seems to be related to leveling up.

I tried the suggested work-around and it works for the Court Mage's Spell Shield ability, but after leveling up my Commander's Invigorating Strike remains broken. It shows status on the characters that they have temporary hit points, but they aren't added to their hp totals.

Adding onto this temp hp bug, I have found that the Commander's Invigorating Strike overwrites higher temp hp such as the Court Mage's power. This is a bug as it should retain the highest value when adding temp hp to a character.

Yep. I came here to report that one. 

Ideally, by the rules, the highest temporary HP should win over, but currently it is the latest source of temporary HP that wins (in this case anyhow, but I suspect it is the general mechanism used in the game). 

It becomes a severe handicap when the Commander's HP buff overwrites the huge Spell Shield HP buff, which means I no longer use my Commander's main ability if Spell Shield is up.  Anyhow, it adds a layer of tactical complexity that I find amusing, but it is counter intuitive for players in general.

For wizard and cleric spells, the Dexterity (Dex) stat typically has little impact on the chance to hit. In Dungeons & Dragons (D&D), the caster's spell attack modifier, which is based on their proficiency bonus and spellcasting ability modifier, is usually what determines how accurate their spells are.
