Command Person can't be used by Cleric or Paladin?

I have a Command Person scroll but no one can use it...what am I missing?

Is it really "Command Person", not "Command", "Charm Person" or "Dominate Person" (or "Hold Person")?

Maybe just Command, not at computer currently.  Seems like a cleric or paladin should be able to use it, wizard can't either.
