I used to have issues only with my wizard where it would take me a couple of rest to be able to level up / attune. It has gotten worse as I progressed in the game (more and more often I could not level up / attune / etc) and now I'm currently in the superego, and cannot attune / prepare spells / recycle on any of my character. This is just before a major fight so this is annoying. And I have had some items I've been wanting to attune for a long time.

I started encounter this issue also after 3 or 4 hours playing. When this issue happens the game also very lag and not responsive. Task manager reports a huge load on GPU so currently the workaround is to quick save and restart the game.
And this is not special to wizard. I think when the game become so laggy it can happens with any overlay screen. Sometime it is arcane recovery window sometime level up window or prepare spell windows.
