Can't advance main quest The Missing Piece

Objective:

Talk to Heddlon Surespell

Heddlon Surespell told you to avoid the residence; it is very suspicious. Go find him and confront him.

When I go and speak with him, there's a cutscene, but after it ends, nothing happens and the quest does not advance.

Same, you can actually continue the quest, but the actual tracker continues to say "Talk to Heddlon Surespell".
Might be because I rested at palace instead of inn.

But its frustrating to find out what to do next to continue without looking online.
