Cannot enter Tirmarian Tower for "Honor your Masters"

If you purchase a flying spell or potion and go to Caer Lem it is impossible to zone into the Tirmarian Tower to progress Honor your Masters. There is a blue zone-in area clearly defined. So either there is no content beyond that point for the side quest or there is a bug preventing entry. Would like to know if this is bugged or not?

Having the same problem. Even restarted to have the spells for it.

This is not a bug. Send one character up there and you will see and have to analyse what happened.
