Can use offhand attack before mainhand

Now you can attack with a greatsword, then swap to dual wielding and attack with offhand, then 2nd round, attack with offhand and swap to greatsword, and so on.

I wonder if be able to attack first with offhand weapon is intended? Because in RAW offhand attack can only be done after mainhand.
