Hello,
I am unable to progress the cradle of fire quest. I've completed all quests related to getting the tribes behind Brok to fight, but the cutscene never activates. Do I have to do the quests in a particular order? I finished the spider queen/axe quest last and returned it to the chief, but I can't talk to Brok afterward. I tried reloading and doing spider queen battle again, but I get the same result.
The journal says 'Return to Brok' but I have no idea what to do next.

I didn't do these quests in any particular order, so it shouldn't be an issue. I do remember once, or twice, a cut scene staring when I got close to certain NPCs, when I couldn't target them beforehand, it may just be that you need to approach one of them.

Same thing happening to me. Brok is just standing there and I can not click on him nor will walking around him activate anything. Quest is basically stuck

Same thing happened to me. Brok was near the guy who asked for the axe, couldn't talk to him or trigger a cutscene.
Ignore that and fast travel to the Bloodspear Tribe area. The cutscene will trigger automatically and you can progress.

But in my case, the bug happened after the cutscene with him. Only then he sits next to the Bloodspear's campfire without any interaction possible.
I got it solved. We just have to go back to Redscar gate and then get through the door that was previously locked.
I'm also stuck here, with Brok in the room not willing to interact with me... Also, the Redscar gate won't open.
I tried to have a short rest, but it didn't change anything.
I managed to access the portal behind the throne (flying). It teleported me elsewhere in the volcano, but when I got back to the Redscar gate on the other side of the room, it was still closed, and I had no way of going back in the room (except by loading a previous save).
