A +1 shield is supposed to grant a total of 3 AC, and the item text for Brightwall reflects that, but character AC only goes up by two points when you equip it. A standard +1 shield and the Cog of Cohh both grant 3 points correctly.

I think you need to attune Brightwall. I did not try though just dumped it as I was full of attuned items - makes it a bit rubbish if so.
