Do you know if the 2 stealth bonuses (DEX) are cumulative if we wear both items ?

Advantage on any roll does not stack.So no.

That said, other forum posters have mentioned still get net advantage/disadvantage in Solasta. If you have more than 1 source of Advantage and only 1 source of Disadvantage, then you'll end up with Advantage. 

So having both the boots and cloak could be useful in very specific situations.
