Attunement

I attuned belt of giant strength during a short rest. Then I found gauntlets of ogre power, so I removed the belt and gave it to another character. I received this item is no longer attuned message. I equipped the original character with gauntlets of ogre power and another with the newly unattuned belt of giant strength. Now no mater how many times I rest short or long it is not lettings me attune anything at all. The options are grayed out. I have verified files. When they were confirmed I erased everything and reinstalled. Still not working.
