Arcane Shieldstaff - Bug or bad lore?

So with a name like 'Arcane Shieldstaff' I would expect my sorcerer not my cleric to be able to equip it. After all he is proficient with staffs.

Its got a cleric spell and a wizard spell, so I would guess either of them can use it and the wizard name stuck.

There are several items which don't work on sorcerer which thematically ought to imo. I'm expecting some of that to go away in the next DLC as all the qol fixes they have ready will go live at that time.
