Your screenshot shows the Scavenger representative.
In the last version, Angbi's bones must be given to the Antiquarian Faction (Snow Dwarves). Their representatives are at the top-left of the city, near the council building.

I forgot to say to look at the event/chat log. It shows I've picked up three piles of bones but there's no update to the quest tracker in the bottom corner.
